FIRE MARSHALS IN ACTION

Hawaii Names First State Fire Marshal in 46 Years

June 6, 2025

Dori Booth, an Army combat veteran, is the first state fire marshal since the office was abolished in 1979.

By Andrew Gomes

An Army combat veteran with high-level fire safety job experience in Arizona is Hawaii’s new state fire marshal.

A state council has appointed Dori Booth to the position leading an office resurrected by state lawmakers in 2024 in response to the Aug. 8, 2023, Maui wildfire disaster, which killed 102 people and destroyed most of Lahaina.

Gov. Josh Green announced Booth’s selection Monday and said it marks a historic return to a centralized approach to statewide fire protection in Hawaii.

Barrow County Fire Chief & Former NASFM President to retire after nearly 50 years of service

The Barrow County Fire Chief will retire in June after serving in public safety and fire service for nearly 50 years. Chief Alan Shuman’s last day with the department will be June 30, 2025.

Shuman began his fire service career in November 1975 with the City of Hapeville Fire Department, where he became a first-class firefighter and CPR instructor. He moved to the City of Riverdale in 1976, rising through the ranks to become Fire Chief in 1992. While at Riverdale, he focused on training, code enforcement, EMS development, and played a key role in founding Georgia’s statewide mutual aid group, serving as its first president.

Shuman was then appointed Chief of the State Fire Marshal’s office in 2000.  During his tenure, he served on the National Association of State Fire Marshals Board of Directors, ultimately becoming its president in 2009–10.

He was also appointed by Presidents George W. Bush and Barack Obama to serve on the U.S. Department of Transportation’s Pipeline Safety Committee. Shuman then worked in fire consulting before joining Barrow County in 2012.  During his time with the department, he served as both a Fire Safety Officer and Fire Chief.

“It has been an honor and privilege to serve the citizens of Barrow County for the past 13 years. I am confident that the men and women who put on the uniform each and every day will continue providing the highest level of service now and into the future,” said Shuman.

FIRE MARSHAL HOT TOPICS

2025 NFPA Fire Prevention Week Theme

Greetings NASFM Leaders –

I am pleased to make email introductions between NASFM and George Thomas, TeNeane Bradford, Kerry Thomas and Alexander Mrazik of the FEMA Grant Programs Directorate who are included as a CC to this email.

They wanted to make you and your members aware of the following grant programs that your members may find of interest:

The Homeland Security Grant Program (HSGP) is one of three grant programs that constitute the DHS/FEMA focus on enhancing the ability of state, local, tribal, and territorial (SLTT) governments, as well as nonprofits, to prevent, protect against, and respond to terrorist attacks. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the Nation’s communities against potential terrorist attacks. The three components of HSGP are:

State Homeland Security Program (SHSP): SHSP aids state, local, tribal, and territorial (SLTT) efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism.

Urban Area Security Initiative (UASI): UASI assists high-threat, high-density Urban Area efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism.

Operation Stonegarden (OPSG): OPSG supports enhanced cooperation & coordination among Customs and Border Protection (CBP), United States Border Patrol (USBP), & federal, state, local, tribal, and territorial law enforcement agencies to improve overall border security.

Note: All SHSP & UASI funded projects must have a demonstrated nexus to achieving target capabilities related to preventing, preparing for, protecting against, & responding to acts of terrorism. However, such projects may simultaneously support enhanced preparedness for disasters unrelated to acts of terrorism.

America’s fire service organizations support the Pro Codes Act (S.835, H.R.1631), bipartisan legislation that will ensure the proven system of developing fire safety codes continues. For more than a century, voluntary consensus standards created by non-profit organizations like the National Fire Protection Association (NFPA) and UL have protected all Americans, including firefighters. The existing system operates with openness, transparency and balance. Our homes, our workplaces, and even our fire stations are safer thanks to these standards developed using rigorous consensus procedures. Because these constantly improving codes save lives and property, we strongly endorse these legislative efforts to protect against attacks on a system that works so well.

The Mississippi Fire Marshal’s LP Gas Division had the pleasure of participating in the BOAM Conference this morning. We introduced attendees to our Safety Training Program designed specifically for the propane gas industry. It was a great experience, and we were very pleased with the strong turnout and the high level of interest shown by everyone involved.

Smoke Alarm Saturday in NC

The NC Office of State Fire Marshal, in partnership with Kidde and State Farm, launched our annual Smoke Alarm Saturday at the Fairview Volunteer Fire Department in Buncombe County!

On Saturday, June 7, more than 150 fire departments in 62 counties hit the streets to install over 4,700 FREE smoke alarms and educate families about fire safety. Thanks to State Farm, 1,200 of those alarms are donated!

In a big boost for Western NC, Kidde donated over 5,000 smoke alarms, CO alarms, and fire extinguishers to 12 departments still recovering from Hurricane Helene—including Asheville, Skyland, Fairview, and more.

A huge thank-you to our partners, volunteers, and departments making a difference—one alarm at a time!

We are excited to share the latest Sustainable Energy Action Committee (SEAC) resource: Residential Building Integrated Photovoltaic (BIPV) Roof Coverings—Plan Check & Permitting Guidelines.

BIPV roofing products are growing more common across the U.S., prompting interest in how their compliance requirements differ from the more common rooftop PV panel systems. The SEAC Building Integrated Working Group has created a new, free resource for Authorities Having Jurisdiction (AHJs) looking to understand the permitting and plan check requirements for these systems. Access the model guidelines for free on the SEAC website!

Oregon State Fire Marshal - FOCUS ON FIRE PREVENTION:

Today, we hosted our very first risk reduction kit training session, and it was a huge success! 19 Oregon fire agencies joined us to get hands-on with the new kit and are now ready to take these teaching tools into their communities.

The OSFM Risk Reduction Kits are a new tool that provides fire agencies with interactive materials to educate people of all ages on important fire safety topics like cooking, home heating, and electrical.

With props like mini pans, chimney sweep tools, extension cords, and more, the kit brings fire prevention lessons to life and helps make fire safety education more engaging and accessible.

If you are with the Oregon structural fire service and interested in learning more, check out our webpage. https://www.oregon.gov/.../Pages/risk_reduction_kit.aspx
